During her tenure at the National Endowment for the Arts, Dr. Shaffer coordinated with the NEA Theater team to produce a report that distilled and analyzed key themes from 12 listening sessions led by the NEA in the spring and summer of 2024. The sessions included a wide range of U.S. nonprofit theater field representatives and explored contemporary challenges and innovations within the sector.
