Shaffer Evaluation Group partnered with Turnaround Arts, a signature arts integration initiative launched by the President’s Committee on the Arts and the Humanities, to design a comprehensive evaluation framework supporting program expansion and continuous improvement.
Working closely with program staff, SEG facilitated the development of a theory of change and logic model, and created a three-year evaluation plan to guide performance monitoring as the program scaled from 8 pilot schools to 49 sites nationwide. The evaluation focused on implementation fidelity, alignment with Turnaround Arts performance standards, and the program’s contribution to whole-school reform.
The framework included tools to track both academic outcomes and school climate indicators, enabling ongoing assessment of program reach and effectiveness. SEG designed a suite of data collection instruments—including a teacher survey and school profile form—to support standardized reporting and provide actionable insights at both the local and national levels.
